NFL fans have spent the last few days wondering what Chip Kelly's plan is, and now we know: He wants to become the most powerful man in Washington, D.C.
Kelly punctuated his press conference Wednesday by rapping his knuckles twice on the podium, just like Frank Underwood in the Netflix series House of Cards.
