New England Patriots head coach Bill Belichick appears confused about the changing nature of several defensive rules this season. 

This season, league officials will take a closer look at illegal contact and defensive holding penalties. Belichick said he doesn't know exactly how league officials will interpret a new "emphasis" on certain rules. 

The last time the league examined the illegal contact penalty was 10 years ago. The following season in 2005, those penalties were called twice as often as the season before.

"Well I don't really know what that means. We've tried to play by the rules from the beginning," Belichick said, via "We're trying to play within the rules, but now they're saying we're going to emphasize the rule differently and I don't really know what that means."
