Carroll said that Norwood could be back by the end of the preseason.
Norwood was a fourth-round draft pick out of Alabama this year.
Former Seahawks receiver Golden Tatesigned with the Lions this offseason, and Sidney Ricedecided to retire, leaving Doug Baldwin and Percy Harvin as the only Seahawks receivers with more than 25 career receptions.
The Seahawks play the Packers in the NFL's first game of the regular season, September 4 at home.
