Penn State wide receiver Justin Brown has told Oklahoma officials that he plans to transfer there, reports ESPN.com.

The report says he plans to arrive Monday. Brown had been in contact recently with Oklahoma coaches.

Brown would be the ninth player to leave the Penn State program since sanctions were handed down banning the Nittany Lions from postseason play for the next four seasons.

Brown, a 6 foot 3, 209 pound senior, led Penn State with 35 receptions, 517 yards and two touchdowns last season.

Oklahoma finished last season 10-3, is ranked No. 4 in the USA Today preseason coaches poll. The Sooners get an added boost in the receiving corps as receivers Trey Franks and Jaz Reynolds were reinstated to the team earlier this week.  They were suspended for violation of team rules.
