Detroit Lions defensive lineman Ndamukong Suh will likely face a "heavy fine," but not a suspension, over a low block on Minnesota Vikings center John Sullivan on Sunday.

Ray Anderson, the league’s executive vice president of football operations, said earlier Monday that a suspension of Suh hadn't been ruled out. Anderson said that “all options are on the table with a repeat offender.”

But NFL.com's Ian Rapoport reported Monday night, citing a league source, that the NFL will likely hand out a "heavy fine" instead of a suspension.

Suh cut out Sullivan from under his knees when blocking on an interception return from linebacker DeAndre Levy. Suh was called for an illegal block, which nullified a Lions' touchdown in an eventual 34-24 win. Suh said that he wasn't intending to block Sullivan in his knees and was instead trying to block him in his waist.

As Anderson said, Suh is a "repeat offender" who has been disciplined multiple times by the NFL. On Thanksgiving Day in 2011, Suh was suspended after he stomped on the arm of Green Bay Packers offensive lineman Evan Dietrich-Smith. And on Thanksgiving in 2012, he Suh was fined $30,000 for kicking Houston Texans quarterback Matt Schaub in the groin.
