Quebec City, which is to co-host the tournament with Halifax, had asked for 10 days. Bob Nicholson, president of hockey's governing body in Canada, said eight issues need to be settled to convince Hockey Canada that Quebec can make the event a success.

Chief among them is to find the right chairman to lead the organization.

They also want assurances that the city and its fans will support the tournament, which will held in Canada for the first time in the year of the 100th anniversary of the International Ice Hockey Federation.

If nothing is settled, Nicholson has already begun talks with other cities on taking over as co-host. Winnipeg and Hamilton are likely candidates.

"This is going to be a huge event, but we need everyone pulling in the same direction," Nicholson said on a conference call.
