Shrink them goalies

According to your 2010 Yearbook, goals per game are going down since the great foul crackdown. Why then is the NHL unwilling to get rid of oversized goalie equipment?

Surely something can be done to eliminate goalies who look like the Michelin Man and still maintain their safety.
