The Premier League champions were said to be 'impressed' by the Ivorian's displays for Torino.
Tuttosport reported that the Reds tabled a €20million (£17million) bid for the 20-year-old which was rejected by the Italians.
Singo isn't the only Toro defender Liverpool have been linked with. During the January transfer window, the six-time Champions League winners were in reportedly interested in signing Gleison Bremer.
Although interest never materialised, it has been said they could renew their interest for the Brazilian in the summer.
The Italian news outlet praises the Ivory Coast U20 international for his power and skill with the right-sided defender also having capabilities to play further forward.
AC Milan are also reportedly interested in the defender who is currently valued a £5.4million on Transfer Markt.
