COLORADO SPRINGS, Colo. (AP) Olympic champion Edwin Moses argued that the only fair penalty for the Russian track team is to ban it from next year's Olympics.

Speaking to the World Anti-Doping Agency's foundation board Wednesday, Moses said ''the only sanction that can send the message that enough is enough is to state loudly and clearly that the Russian athletics team cannot go to Rio.''

Moses is the U.S. member on the WADA executive committee.

Later on Wednesday, WADA leaders will vote on decertifying Russia's anti-doping agency - one recommendation made by an independent commission that looked into doping and corruption in Russian track and anti-doping.

WADA has already decertified the Russian anti-doping lab.

Russian deputy sports minister Pavel Kolobkov told WADA if the lab stays decertified, the Russian government might withdraw its funding.
