Last week, House Bill 7-B passed unanimously through the House of Representatives (113-0) and State Senate (34-0), paving the way for a swift decision from DeSantis.
On Thursday afternoon, DeSantis hosted members from Florida State University and the University of Florida to witness him sign the bill. Those in attendance included Florida State head coach Mike Norvell, quarterback Jordan Travis, and defensive end Jared Verse as well as Florida head coach Billy Napier and defensive back Jason Marshall, along with other athletes from both universities.
A supporter of NIL and the opportunities that the space provides to collegiate athletes, Norvel came away pleased with the outcome.
"I want to thank Governor DeSantis and all of our state representatives and state senators that have helped us get to this point," Norvell said according to Florida State Athletics. "I appreciate their commitment to our student-athletes and helping us provide the best opportunities available. Our student-athletes have earned many unique opportunities since the original NIL law passed and we’re excited to offer enhanced support moving forward."

The bill removes state regulations that exist around college athletes earning money from NIL. This allows coaches, schools, or other organizations to be involved in facilitating deals.
Outside of the advancements in NIL proceedings, the bill will require schools to add a workshop for players on topics such as financial literacy, entrepreneurship, and life skills. The third component will be providing liability protection for coaches and schools if their 'decisions and actions routinely taken' affect a certain athlete's NIL deals.
