According to the report, UEFA will consider putting the winners of the highest-ranked leagues and the Champions League title holder among the top-seeded teams. The possible changes were discussing during UEFA's two-day meeting of coaches in Nyon.

UEFA currently ranks clubs according to competition results over five years.

The away goals rule has been in place since 1965 and breaks ties in league competition. Road goals count for double if a two-legged tie ends with the aggregate scores level.

"I don't necessarily think the seeding plays a great part," coaching adviser Alex Ferguson said to the Associated Press.
