NFL.com’s Albert Breer reports that the deal will be signed tomorrow at the start of the new league year.
Hoyer, 29, went 7-6 in his 13 starts with the Cleveland Browns last season, and lost his starting job to rookie Johnny Manziel. He returned to the lineup after Manziel went on injured reserve with a hamstring injury.
Hoyer completed 55 percent of his passes for 3,326 yards with 12 touchdowns and 13 interceptions last season. The Browns finished 7-9 and lost their last five games.
The Texans still have 32-year-old quarterback Ryan Fitzpatrick, who will be in the final season of his contract, on the roster.
