Giovinco has five goals in 10 MLS to tie the injured Jozy Altidore for the team lead. Giovinco has six goals in his last nine games in all competitions.
Toronto (4-5-1) had other chances to add to its total, but failed to convert them.
Portland's Diego Valeri limped off in the 25th minute after seemingly turning an ankle. The Argentine player was making his third start since returning from knee surgery.
