Is Jaycee Horn a Top-10 Corner?

The Carolina Panthers believe they have one of the best young corners in all of football in Jaycee Horn. Although he's only played in 16 games over his first two years in the league, Horn has shown more than just flashes of stardom.
But how does the rest of the league view the 23-year-old? Here's what they said in a recent poll of NFL executives, coaches, and scouts on ESPN.
"Injuries over his first two years affected his voting, but he's a top-10 talent. "Athletic, long, ball skills, can run, competitive -- more upside than almost anyone," a lead personnel man for an AFC team said.
Patrick Surtain (Broncos), Sauce Gardner (Jets), Jalen Ramsey (Dolphins), Jaire Alexander (Packers), Darius Slay (Eagles), Marlon Humphrey (Ravens), Marshon Lattimore (Saints), Trevon Diggs (Cowboys), Denzel Ward (Browns), A.J. Terrell (Falcons), and Xavien Howard (Dolphins) are all ranked ahead of Horn on the list.
This seems to be a fair ranking for Horn, considering he essentially missed his entire rookie season. If he stays on the field for another 13+ games this fall, we should see him comfortably in the top ten of this same list next year.
