Garrard tops on Dolphins' depth chart; Tannehill has a chance

The Dolphins aren't close to settling their three-way quarterback competition, meaning rookie first-round pick Ryan Tannehill has a chance to start for Miami.

David Garrard was listed as the starter on the first depth chart of the preseason on Monday, and coach Joe Philbin said it was a result of what happened since April 10.

"First and foremost, he's gotta be a decision-maker," Philbin said on NFL Network on Monday.

"Second thing is, if you're going to play quarterback in the NFL, you gotta make plays at critical times to win games," Philbin said. "That's something that, you know, we try to simulate the best we can on the practice field. We've been doing that, and obviously the preseason will give us another opportunity to gauge how far along he is in his development.

"The third thing is the game management," Philbin added. "That's obviously critical. Can he handle the pressures, the audibles, the checks, the time clock, etc. ... Those are all factors that we've got to weigh in."

The uphill battle for Tannehill might be winning over the huddle. He was converted from wide receiver at Texas A&M and made just 17 starts at quarterback.

Garrard and Matt Moore are more experienced. Garrard has started in the postseason and Moore finished last season strong as Chad Henne's replacement.
