Report: NFL close to making personal foul penalties reviewable

The NFL is close to making personal foul penalties reviewable for the 2015 season, reports the NFL Network's Ian Rapoport.
For the 1st time ever, @NFL is on the verge of having personal foul penalties reviewable for 2015, I’m told. It’s on the agenda for spring

Last year, #Redskins proposed expanding replays to personal foul penalties. Came up 4 votes short. I’m told they now have the votes to pass

Rapoport adds that if the NFL passes the proposed expansion, the league might start with "narrower" guidelines, which would only include hits on receivers.
The proposal for reviewable personal foul penalties was initially shot down last year.
This past March, the league approved a rule allowing referees to consult with the officiating department in New York during replay reviews.
