CHARLOTTE, N.C. (AP) Panthers running back DeAngelo Williams will miss his second straight game with a broken bone in his hand.

Williams and quarterback Cam Newton were among the notable Carolina players declared inactive against Tampa Bay on Sunday. Newton was ruled out earlier in the week after he was involved in a car accident that left him with two fractures in his back.

Also inactive for the Panthers are offensive linemen Amini Silatolu and David Foucault, linebacker Micanor Regis, cornerback James Dockery and safety Robert Lester.

Inactive for Tampa Bay are tackle Anthony Collins, wide receivers Robert Herron and Solomon Patton, linebacker Mason Foster, safety Major Wright, tight end Austin Seferian-Jenkins and defensive tackle Clinton McDonald.

The Buccaneers will start Demar Dotson at left tackle and Oniel Cousins at right tackle.
