The Las Vegas Raiders were without their top player for the first day of the voluntary offseason program on Monday.

According to NFL insider Tom Pelissero, the league's reigning rushing champion, running back Josh Jacobs, was not in attendance for the workout and still has yet to agree to a deal with the club.

The Raiders franchise tagged the All-Pro running back back last month, making him one of only six franchise players this offseason. 

Pelissero reported other franchise players such as former MVP Lamar Jackson, Jacksonville Jaguars tight end Evan Engram and New York Giants running back Saquon Barkley, also did not report to their respective club workouts on Monday.

Jacobs enters the 2023 season coming off a career year in which he rushed for 1,653 yards and 12 touchdowns to go along with 400 receiving yards for a total of 2,053 yards from scrimmage. He would earn his first-ever All-Pro selection and second Pro Bowl appearance.

Overall, Jacobs has posted 4,740 rushing yards, 40 touchdowns and 1,152 receiving yards in his four seasons as a Raider.

Phase One of Las Vegas' voluntary offseason workout programs will go for two weeks. There are three phases in total.

The 2023 NFL Draft will go from April 27-29 and be held at Union Station in Kansas City, Mo. The 2023 NFL Year and Free Agency period began at 4 p.m. EDT on March 15.

The Raiders are expected to be significant players in the free-agent market this offseason.
