An undisclosed NFL team has proposed a rule allowing a roughing-the-passer penalty to be reviewable, according to a report from Judy Battista of the NFL Network on Sunday.

While Battista expects the proposal will not have the support of the NFL Competition Committee, she did report the committee had watched more than 80 roughing-the-passer calls from this past season, concluding that three had been questionable.

That begs the question if the call from the Las Vegas Raiders-Kansas City Chiefs Week 5 game, one of the most controversial calls from the regular season, was one of those three the committee felt was up for debate.

On a third-and-8 play late in the second quarter of that AFC West showdown, quarterback Derek Carr was sacked from behind by Chiefs defensive lineman Chris Jones on what would have been a huge stop for Kansas City.

Instead, Las Vegas would advance 15 yards with an automatic first down after officials ruled a personal foul penalty against Jones.

The call had fans around the NFL furious, taking to Twitter and other social media platforms to express their disapproval.

"Listen, I'm on a couple committees there, so I understanding protecting the quarterback," Chiefs Coach Andy Reid said following that game. "That's important, it is important. There's a fine line, right? I mean we've just got to sort that out. But these guys, I mean, they work their butt off to do a good job for us out here. And the league spends time doing it and looking at it, but sometimes there's a point where you've got to let guys play. And we've just got to find where that happy-medium is." 

The 2023 NFL Draft will go from April 27-29 and be held at Union Station in Kansas City, Mo. The NFL Scouting Combine is Feb. 28-March 6, 2023, at Lucas Oil Stadium in Indianapolis, Ind. The clubs' deadline to designate Franchise or Transition Players is March 7, 2023, before 4 p.m. EST.

March 13-15 is the free agent negotiation period. Starting at 12 p.m. EDT on March 13 and ending at 3:59:59 p.m. EDT on March 15, clubs are permitted to contact and enter into contract negotiations with the certified agents of players who will become Unrestricted Free Agents upon the expiration of their 2022 Player Contracts at 4 p.m. EDT on March 15.

The 2023 NFL Year and Free Agency period begins at 4 p.m. EDT on March 15. The Raiders are expected to be significant players in the free-agent market this season.
