The Las Vegas Raiders were a very active team during this NFL off-season. With significant changes to the roster, Pro Football Focus gives the Raiders a C-plus NFL off-season grade. The Raiders are also ranked 25th in the PFF early pre-season power rankings. 

The one significant change the Raiders made this off-season was signing quarterback Jimmy Garoppolo, who brings to the Raiders playoff experience and super bowl experience as an NFL starting quarterback.

PFF.com also highlights the newly drafted tight end, Michael Mayer. Mayer was targeted the most of any tight end in the nation during the 2022 college football season. PFF gave him a 92.5 PFF grade as well. He also earned an 80.0 plus run-blocking grade. 

PFF.com gives a mention to rookie cornerback Jakorian Bennett, who was a definite need for the Raiders on the defensive side of the ball and added depth in the cornerback room. He allowed a completion of only 44.4 percent of targets in his coverage in 2022.

PFF also highlights cornerback Jakorain Bennet out of Maryland as the biggest impact player from the draft for the Raiders. PFF concluded the Raiders' summary of their power rankings by mentioning the Raiders' defensive line. First-round draft pick Tyree Wilson joins a defensive line with Maxx Crosby and veteran Chandler Jones.

Of all the teams in the AFC West, the Raiders are ranked last in the PFF early pre-season power rankings. Before the 2023 NFL Draft, the Raiders were ranked as the 22nd best team in the PFF pre-season power rankings, entering the 2023-24 NFL season.

PFF ranked the Denver Broncos at rank 23, two ranks above the Raiders, and they had a pre-draft ranking as the 28th-best NFL team. The Los Angeles Chargers are eighth in the PFF early pre-season draft rankings. Lastly, the defending Super Bowl champions, the Kansas City Chiefs, are ranked as the No. 1 team in PFF early pre-season power rankings.
