You can't have a roster of all high-value premium players in the National Football League. This isn't Major League Baseball. The salary cap will not allow it.
That is why fans' expectations that every player be a superstar are not rooted in reality.
The teams with that appearance appear that way because they have a long and illustrious history of successful drafts and multiple young players under contract.
The Raiders leadership team of Coach Josh McDaniels and General Manager Dave Ziegler suffer from multiple years of poor drafting before arriving in the desert.
That is why you are seeing Dave Ziegler using many short-term contract-free agents. Ideally, on a good or even great franchise with stability, you would see young players still filling those roles under longer deals.
While Zigler leads the Raiders in that direction, he will not fix years of inept drafting in less than two years in Las Vegas.

OTA Offseason workouts: May 22-23, May 25, May 31-June 2, June 12-15
Mandatory Minicamp: June 6-8
