Bell and Blount received a citation for marijuana possession after being pulled over by police. Bell will also receive a citation for driving under the influence.
"I'm sorry for the distraction that I caused my team," Blount said to the Pittsburgh Post-Gazette. "I just want to apologize to my team and my coach and my organization for causing that distraction."
Bell also later apologized. Both played in the Steelers' 31-21 preseason loss to the Philadelphia Eagles on Thursday. Bell had nine rushes for 23 yards, and Blount carried the ball seven times for 32 yards.
Steelers head coach Mike Tomlin said Bell and Blount's conduct was "obviously detrimental to our efforts," but didn't consider not playing them or sending them home.
