McIlroy, who is playing in the DP World Tour Championship in Dubai, has taken a leading role for the Tour over the last two years as the game saw considerable disruption due to the LIV Golf League.
He was instrumental in helping the Tour put together a plan that is seeing a series of Signature Events with elevated purses and limited fields that will be part of the schedule in 2024.
McIlroy on Tuesday said in Dubai that he hopes a deal between the PGA Tour, DP World Tour and the Public Investment Fund of Saudi Arabia can be reached.
Monahan said the other player directors on the board, which includes Tiger Woods, would select a replacement.
