Oakland Raiders quarterback Derek Carr has been cleared to participate in minicamp, reports Ian Rapoport of the NFL Network.

Carr will be "100%" by the start of training camp, according to Rapoport, but may not be throwing at full strength at minicamp, which begins June 9.

Carr's agent told the San Francisco Chronicle last month that Carr was being held out of offseason workouts as a precaution and described the injury to his right finger as a "very minor situation."

ESPN reported that Carr had been experiencing numbness in the finger.

Carr just completed his first season in the NFL after being selected in the second round of the 2014 draft.

Over 16 starts, the 24-year-old completed 58.1 percent of his passes for 3,270 yards with 21 touchdowns and 12 interceptions.
