The NFL Players Association voted to approve a new drug policy on Friday, but the NFL later retweeted a post from NFL.com's Ian Rapoport stating that no agreement has been reached and there "continue[s] to be significant unresolved issues."

The highlights of the policy include an increase of the threshold for a positive marijuana test and blood testing for human growth hormone.

Also, first-time substance-abuse offenders won't be suspended, meaning Cowboys cornerback Orlando Scandrick and Broncos wide receiver Wes Welker, who were each suspended four games for amphetamine use, would be eligible to play immediately.

And Browns receiver Josh Gordon would have his season-long suspension for marijuana use reduced to 10 games.
