The Indianapolis Colts began the 2022 season with hopes of a long-playoff run, but they finished losing 10 of 11 games.

The disappointing season has taken some of the shine off of general manager Chris Ballard who falls to No. 18 in NFL.com's General Manager Power Rankings

The revolving door at quarterback hasn't helped the Colts, Gregg Rosenthal isn't ready to lay all of the Colts' problems at quarterback.

The Colts are a long way from having one of football's best rosters during the Philip Rivers season. They invested in an offensive line that atrophied. The receiving corps is below average. Most veterans acquired last offseason (Matt Ryan, Stephon Gilmore, Rodney McLeod, Yannick Ngakoue) are gone. The defensive line and Jonathan Taylor provide something to build off, but all the swinging and missing at quarterback has overshadowed some foul-tip outs elsewhere on the roster. -- Gregg Rosenthal, NFL.com

Rosenthal ranked 25 general managers who had enough service time to be eligible. Ballard finished 12th on the list last year after recouping some value for Carson Wentz. 

The Colts might not be in as bad a situation as Rosenthal lays out. The offensive line didn't play well last season, but the pieces are still there, and rookie-left tackle Bernard Raimann showed promise the second half of the season.

Rookie wide receiver Alec Pierce should be even better his second season. His 593-receiving yards was sixth among rookies despite the poor quarterback play.

Taylor should be healthy after battling injuries much of the 2022 season. Last year was the first time in his career that he fought the injury bug, and as Taylor goes, the Colts go.

How quick the Colts can bounce back in 2023 revolves largely around the quarterback. To this point Indianapolis has gambled by staying at No. 4, but there seems to be more smoke around them being able to get the second choice of quarterbacks

New head coach Shane Steichen was hired in large part because of his history of getting the most out of his quarterbacks.

That skill will be critical for the Colts as they likely enter 2023 with a rookie.

If the Colts fail to show significant improvement, Ballard doesn't have much farther to fall down the list. 

He might fall off it.
