Underrated? Baltimore Ravens Win Total Revealed

Are the Baltimore Ravens being sold short by the oddsmakers?
With the NFL Draft just weeks away, BetMGM has already released their win totals for all 32 NFL teams, leaving many to wonder how those in Las Vegas are looking at the Ravens' offseason so far.
MGM set the over/under for the Ravens at 8.5 wins, a game shy of their total a year ago. However, considering the relatively unnerving future of quarterback Lamar Jackson as he has still yet to agree to a long-term contract extension with the franchise, it doesn't indicate much of a regression.
Yet, it seems oddsmakers believe that the Ravens will win at least nine games this coming season, with the odds of the over set at -140. Based on the win totals, the Ravens are projected to finish tied for third in the NFL North with the Pittsburgh Steelers, who are also set at 8.5 wins.
Since the turn of the century, the Ravens have only won less than eight games four times. So, historically it seems like an advantageous line for Raven fans who are confident that Jackson is still the quarterback come next fall.
Also, looking at the Ravens' offseason, they just announced the signing of wide receiver Odell Beckham Jr., their biggest addition so far. Many hope this signing will give Jackson that true No. 1 option out wide, although OBJ hasn't played in a football game since winning the Super Bowl with the Los Angeles Rams, where he tore his ACL, so expectations should be tempered.
Overall it seems like the odds could be quite in favor of those who chose to bet on the Ravens, but with five months left until the season begins, there are still questions to be answered.
