Los Angeles Lakers guard Vander Blue wore a jersey with an off-center number because the team couldn't find him another one.

According to Lakers sideline reporter Mike Trudell, the Lakers had to stitch up Blue's jersey at the last minute because he was signed shortly before the game. They're on the road in Sacramento, so they must be short on extra jerseys. They seem to have taken a spare Wayne Ellington No. 2 jersey and slapped an extra numeral on there.
This is pretty much how the Lakers have approached this entire season.
