Police and the university said the fan was just exercising his right to free speech.
A fan at Saturday’s Wisconsin–Nebraska game wore a mask of President Barack Obama and held a noose next to it, with a sign that appeared to criticize presidential candidate Hillary Clinton.
The fan was asked “to remove the offensive parts” of their costume during the game, but the university and local police said nothing further could be done, as they were simply exercising their right to free speech. In two statements, they both said they did not agree with the fan.

The university said in their statement that fans are not allowed to wear masks into the stadium, so this means they put it on while inside.
