Williamssprained his ankle in the Hokies' Oct. 4 road win over North Carolina and the Hokies did not play last weekend.
Virginia Tech's other top two rushers -- sophomore Trey Edmunds and freshman Shai McKenzie -- are also out with injuries.
Edmunds will miss 6-8 weeks with a broken clavicle and McKenzie will be sidelined for the rest of the season with a torn ACL.
Over six games this season, Williams has rushed for 337 yards and three touchdowns.
The Hokies (4-2) and Panthers (3-3) have both posted 1-1 records in conference play.
