The NFL Draft is less than two weeks away, and the Indianapolis Colts are still heavily linked to drafting a quarterback with the No. 4 pick.

ESPN's Matt Miller and Jordan Reid conducted an exercise in which they picked two players for each team that represented the biggest need and the best value.

It was a little tougher for the Colts, because the biggest need and the best value are coming from the same position at No. 4... quarterback.

Miller took Kentucky's Will Levis to fill the Colts' biggest need.

Going back to Andrew Luck's retirement, the Colts have attempted to fill the QB void through a series of bad decisions. The best-case scenario for the Colts would be one of the top two quarterbacks falling here, but with Bryce Young and C.J. Stroud gone on my side of things, it has to be Levis. His ability to play right away pushes him over Florida's Anthony Richardson for me. -- Matt Miller, ESPN+

Reid kind of cheats when he talks about the best value pick for the Colts when he chooses Ohio State quarterback C.J. Stroud.

I think we'd all be shocked if Stroud is still here at No. 4, but based on how the value-only board is playing out, he'd more than qualify as the pick here. He's an extremely accurate passer who would not only take care of a problem area for Indy but also be considered a straight-up steal inside the top five. -- Jordan Reid, ESPN+

Arguably the No. 1 overall pick filling the biggest need at the game's most important position is the best value? Well... duh...

Back as far as November, the Colts were linked with Stroud in mock drafts. We said then the Colts wouldn't be picking in the teens, and Stroud wouldn't be available in the teens.

Stroud is expected to go first or second overall to the Panthers or Texans respectively, but as Reid admits, he's not likely to be available.

If the Colts are able to hit on quarterback at No. 4 whether it's Levis or Richardson, or even the remote change it's Stroud or Young, that pick would fill the biggest need and represent the best value.
