Report predicts the Chicago Bulls will finish with only 38 wins this season

In this story:
The Chicago Bulls sit in ninth place in the Eastern Conference, holding a 26-29 record at the All-Star break. With 27 games left on their regular season slate, Bleacher Report predicts the Bulls will win only 12 more games to finish with a 38-44 card—a record nearly similar to their 40-42 mark last season.
Inactivity at the trade deadline was baffling
The trade deadline came nearly two weeks ago, but to this day, the Bulls’ front office's decision not to do anything remains baffling for fans and experts. The team was in a prime position to make moves that would have helped them position themselves better in the future. However, the franchise’s decision-makers sat on their hands rather than trade away upcoming unrestricted free agents DeMar DeRozan and Andre Drummond.
“For reasons known only to them, the Bulls opted to snooze through the trade deadline for the third consecutive year. Never mind that they had established talent to offer and could've charged a premium in that sellers' market—they're still sticking to the idea that a present play-in tourney invite is more valuable than long-term roster-building assets,” Zach Buckley wrote about the Bulls’ confusing call to stand pat at the deadline.

Have enough talent to make it to the Play-In Tournament
The Bulls have a talented enough roster to earn a ticket to the Play-In Tournament. However, that may be the ceiling for this team, as they have yet to make any significant moves to improve their roster in recent years. This has left fans and analysts scratching their heads, wondering why the Bulls are content with just being mediocre.

“Chicago's roster is fine, which is wholly uninspiring for the big picture but good enough to produce a near-.500 finish. That's a target that doesn't interest many teams, but the Bulls have shown time and again they're more than willing to chase it,” Buckley continued.
What awaits the Chicago Bulls in their last 27 games of the regular season?
