In three years at Ohio, Rourke threw for 7457 yards with a 76% completion percentage. He threw 60 touchdowns with 15 interceptions. He was a two-time winner of the Jon Cornish Trophy, awarded annually to the top Canadian-born player in the NCAA. Rourke was born in British Columbia but played high school football Hily Trinity High School in Ontario.

After college, Rourke spent two seasons in the Canadian Football League with the British Columbia Lions. In that time, he threw for 4035 yards. He scored 42 total touchdowns and threw 15 total interceptions. He was the CFL's Most Outstanding Canadian in 2022.

Rourke spent most of the 2023 NFL season on the Jacksonville Jaguars' payroll, in some capacity. After being released on December 16, 2023, he was originally claimed on waivers by the Patriots on December 18, 2023. Per Pelissero, his time with the Pats is being extended.
